Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.2-1416.2 as follows:

§ 15.2-1416.2. Live [ audio or ] video broadcast and archive of meetings.

Localities [ with access to Internet service ] shall provide access to a live [ audio or ] video broadcast over the Internet to all public meetings of the local governing body [ held pursuant to § 15.2-1416 if such service can be provided by the locality for a cost of less than $100 ] . An archive of all such meetings shall be maintained and be available to the public on the locality's website [ or on a separate free website or free Internet service ] .
