5. That the regulations adopted pursuant to the second enactment of this act shall include regulations substantially similar to the regulations of the Federal Election Commission (the FEC) under 11 C.F.R. § 112 with respect to advisory opinions and 11 C.F.R. § 113 with respect to the prohibition on personal use of campaign funds. The regulations shall also include adoption of past closed matters under review and advisory opinions of the FEC on matters related to the prohibited personal use of campaign funds under federal law as precedent for any future decisions of the State Board of Elections with respect to analogous state law.
