That the Commissioner of Labor and Industry shall collect data and submit a report to the Chairmen of the Senate Committee on Commerce and Labor and the House Committee on Commerce and Energy by November 1, 2023, that includes the number of employers that employed individuals with disabilities at subminimum wage pursuant to a special certificate issued under 29 U.S.C. § 214(c) in 2021 and in 2022, the number of individuals with disabilities employed at subminimum wage pursuant to a special certificate issued under 29 U.S.C. § 214(c) in 2021 and in 2022, the reasons any individuals with disabilities ceased to be employed in minimum wage exempted jobs in 2021 and 2022, the number of individuals with disabilities who left the federal program and began employment at full minimum wage in 2021 and 2022, and the average rate of pay for individuals with disabilities at nonexempt places of employment over the past two years.
