That the provisions of this act shall prevail over any conflicting provisions of the second enactment of Chapter 2 of the Acts of Assembly of 2022, Special Session I, and § 4-13.00 of Chapter 2 of the Acts of Assembly of 2022, Special Session I, shall not be applicable with respect to any such conflict.
