The Board of Medicine, in consultation with the Midwifery Advisory Board, shall promulgate regulations to allow for the possession and administration of medications by a licensed midwife and develop a formulary of such medications. Such regulations shall include a requirement for informed patient consent for the administration of such medications by a licensed midwife
