22107329DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 55.1-602.1 as follows:
§ 55.1-602.1. Presumption that certain deeds accepted by clerk of the court are valid and correct as to form.
There shall be a presumption by state and local governmental agencies and offices that deeds accepted by the clerk of the court in the county or city in which the property is located are valid and correct as to form. There shall be no such presumption for matters litigated in federal courts or courts of the Commonwealth.
The provisions of this section shall in no way abrogate the common law regarding the transfer of legal title by delivery of a deed between the parties to such deed.
