22102025DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 3.2-6592.1 as follows:
§ 3.2-6592.1. Breeding dogs for certain research prohibited.
No person shall breed or raise a dog for the purpose of selling or transferring the dog, or its offspring, to an animal testing facility (i) located outside of the United States or (ii) located in the United States for use in animal testing or research not required by federal law or regulation. A violation of this section is a Class 1 misdemeanor.
