WHEREAS, the demand for public and special needs transportation in the Commonwealth is increasing; and

WHEREAS, many people with disabilities are unable to safely access or operate personal automobiles; and

WHEREAS, demand for alternative transportation options to personal automobiles currently exceeds the resources available in the Commonwealth; and

WHEREAS, rapidly changing technology and new transportation models create opportunities for some populations but are not accessible to all people with disabilities and tend to disrupt and threaten funding availability for reliable transportation services; and

WHEREAS, there is a pressing need for statewide action and strategies to meet the transportation needs of people with disabilities; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Department of Transportation be requested to study transit equity and modernization in the Commonwealth, with an emphasis on transit services and engagement opportunities for people with disabilities.

In conducting its study, the Department shall (i) convene relevant stakeholders, including the Virginia Board for People with Disabilities; (ii) consider the entire transit network, including "last-mile" services; (iii) develop recommendations to improve transit services and engagement opportunities for people with disabilities, including legislation, if necessary; and (iv) identify funding sources to implement such recommendations.

All agencies of the Commonwealth shall provide assistance to the Department for this study, upon request.

The Department of Transportation shall complete its meetings for the first year by November 30, 2022, and for the second year by November 30, 2023, and the Department shall submit to the Governor and the General Assembly an executive summary and report of its findings and recommendations for publication as a House or Senate document for each year. The executive summaries and reports shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the next Regular Session of the General Assembly and shall be posted on the General Assembly's website.
