Be it enacted by the General Assembly of Virginia:

1. § 1. The Department of Environmental Quality (the Department) shall convene a work group composed of representatives of local government, environmental stakeholders, and other relevant parties to review and make recommendations concerning existing law regarding potential stormwater management regulation. Specifically, the work group shall consider current limits on local authorities to regulate potential stormwater impacts of additions and modifications to single-family detached residential structures where the land disturbance is less than 2,500 square feet. The Department shall submit a report of the work group's findings and recommendations to the Governor and the Chairmen of the House Committee on Agriculture, Chesapeake and Natural Resources and the Senate Committee on Agriculture, Conservation and Natural Resources no later than November 15, 2022.
