Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 5 of Chapter 1 of Title 32.1 a section numbered 32.1-34.4 as follows:

§ 32.1-34.4. Local department human resources staff.

Every local department shall establish a human resources staff position to receive complaints regarding human resources matters and to assist employees of the local department with resolution of such complaints and shall ensure that individuals with supervisory authority are prohibited from interfering in the investigation or resolution of such complaints.
