3. That the provisions of the first and second enactments of this act shall become effective on July 1, 2023.
4. That the Department of General Services shall study the feasibility of implementing and administering the provisions of this act when state agencies purchase personal protective equipment. The Department of General Services shall report its findings, conclusions, and recommendations to the Governor, the Chairs of the Senate Committees on General Laws and Technology and Finance and Appropriations and the House Committees on General Laws and Appropriations by December 1, 2022.
