Constitutional amendment (first reference); public schools in the Commonwealth; equitable educational opportunities. Requires the General Assembly to provide for a system of public schools in the Commonwealth with equitable educational opportunities for all children and to ensure that all school-age children are provided with equitable educational opportunities.
