21102913DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 2.2-1147.4 as follows:
§ 2.2-1147.4. Equal access to state-owned or controlled property; persons who choose not to receive COVID-19 vaccine.
Notwithstanding any contrary provision of law, no state department, agency, or institution providing access or opportunity to use real property that is owned, leased, or controlled by the Commonwealth, as defined in § 2.2-1147, may deny equal access or a fair opportunity to use such real property to, or otherwise discriminate against, any person based on such person's vaccination status with respect to any COVID-19 vaccine. Nothing in this section shall be construed to require any state department, agency, or institution to sponsor such persons, or to exempt such persons from policies governing access to and use of the real property.
