FLOOR AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to direct the Board of Education to establish a through-year growth assessment system.

Be it enacted by the General Assembly of Virginia:

1. § 1. That the Board of Education shall establish, for the purpose of providing measures of individual student growth over the course of the school year, a through-year growth assessment system for use during the 2021–2022 and 2022–2023 school years for students in grades three through eight. The system shall be established using available federal funds. The system shall provide accurate measurement of a student's performance in English and mathematics through computer adaptive technology, using test items below, at, and above the student's grade level as necessary. Such through-year growth assessment system shall include diagnostic assessments in the fall and winter and one spring progress assessment. Each school division shall also administer reading diagnostic assessments throughout the year in grades kindergarten through two, using existing assessments. The Board of Education shall report to the General Assembly on the results of the through-year growth assessments by September 1, 2022, and September 1, 2023.

2. That the provisions of this act shall not become effective unless an appropriation effectuating the purposes of this act is included in a general appropriation act passed in 2021 by the General Assembly that becomes law.
