Be it enacted by the General Assembly of Virginia:

1. § 1. The Department of Conservation and Recreation (the Department) shall investigate and negotiate incorporation of the Virginia Horse Center Foundation as a publicly owned and operated entity, along with any associated property, real or personal. In investigating, the Department may take any steps necessary to accomplish the investigation and proposed incorporation, including negotiations with the Virginia Horse Center Foundation Board of Directors, but shall not expend state funds for the purchase, transfer, or lease of real property unless specifically appropriated for that purpose or approved by the General Assembly.
