AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to amend the Code of Virginia by adding a section numbered 23.1-209.1, relating to the State Council of Higher Education for Virginia; plan for implementing a statewide survey on institutional expenditures by program and academic discipline.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 23.1-209.1 as follows:

§ 23.1-209.1. Institutional expenditures by program and academic discipline; statewide survey; plan.

The Council shall develop a plan for implementing a statewide survey on institutional expenditures by program and academic discipline at each public institution of higher education to determine the effectiveness of spending relating to the attainment of state and institutional goals and to inform strategic decision-making. In developing such plan, the Council shall review existing reporting capacities and other examples of detailed cost or expenditure analyses in higher education in the Commonwealth to (i) establish definitions of spending categories and methodologies for reporting data, (ii) determine the Council's current capacity to conduct such a survey, (iii) determine any additional staff and financial support necessary for conducting such a survey, (iv) determine the potential for long-range cost containment, and (v) detail a plan for survey implementation.

2. That no later than November 1, 2020, the State Council of Higher Education for Virginia shall submit a report relating to the plan required by the provisions of this act and any related recommendations to the Governor and the Chairmen of the House Committee on Appropriations and the Senate Committee on Finance and Appropriations.
