Be it enacted by the General Assembly of Virginia:

1. That the second enactments of Chapter 668 and 669 of the 2019 Acts of Assembly are amended and reenacted as follows:

2. That the provisions of this act shall apply to elections beginning with the general election on November 3 May 5, 2020.

2. That an emergency exists and this act is in force from its passage.
