Board of Social Services (the Board) shall promulgate regulations to implement
the provisions of this act. The Board's initial adoption of regulations
necessary to implement the provisions of this act shall be exempt from the
Administrative Process Act (§ 2.2-4000 et seq. of the Code of Virginia), except
that the Board shall provide an opportunity for public comment on the
regulations prior to adoption.
- 4. That the
Department of Social Services shall analyze the feasibility of and
opportunities for allowing local departments of social services to use video
conferencing for monthly visits with participants in the Fostering Futures
program in a manner that complies with federal laws and regulations.
