23.1-3131, 30-309, 30-310, 37.2-304, 58.1-4000, 58.1-4002, 58.1-4007,
58.1-4027, 59.1-364, and 59.1-569 of the Code of Virginia; to amend the Code of
Virginia by adding in Chapter 3 of Title 11 a section numbered 11-16.1, by
adding in Article 1 of Chapter 3 of Title 37.2 a section numbered 37.2-314.1,
by adding a section numbered 58.1-4015.1, and by adding in Chapter 40 of Title
58.1 an article numbered 2, consisting of sections numbered 58.1-4030 through
58.1-4048; and to repeal § 58.1-4007.2 of the Code of Virginia, relating to
Virginia Lottery; repeal prohibition against sale of lottery tickets over the
Internet; sports betting; Problem Gambling Treatment and Support Fund; Major
