3. That the mobile applications required by this act shall be operational and available for use by the public by July 1, 2020. The Department of Behavioral Health and Developmental Services and the Department of State Police shall begin development or procurement of such mobile applications after the Secretary of Public Safety and Homeland Security has submitted a plan for implementation for a statewide school safety mobile application in accordance with subsection F of Item 381 of Chapter 854 of the Acts of Assembly of 2019 or by December 15, 2019, whichever is earlier.
