SUMMARY AS PASSED:

Advance estimate of patient payment amount for elective medical procedure, test, or service; notice of right to request. Provides that every hospital currently required to provide an estimate of the payment amount for an elective procedure, test, or service for which a patient may be responsible shall also be required to provide each patient with written information regarding his right to request such estimate, to post written information regarding a patient's right to request such estimate conspicuously in public areas of the hospital, and to make such information available on the hospital's website.

SUMMARY AS PASSED SENATE:

Health care services; payment estimates. Requires hospitals to provide written information about the patient's ability to request an estimate of the payment for an elective procedure, test, or service. The bill requires such written information to be posted conspicuously in public areas of the hospital, including admissions or registration areas, and on any website maintained by the hospital. The bill also requires any physician, physician assistant, or nurse practitioner who practices in an office-based setting to provide, upon request of a patient, a good faith estimate of the charges for health care services for the patient.

SUMMARY AS INTRODUCED:

Health care services; payment estimates. Requires practitioners licensed by the Board of Medicine and hospitals to provide a patient or the representative of a patient scheduled to receive a nonemergency procedure, test, or service to be performed by the practitioner or hospital, at least three days in advance of the date of such procedure, test, or service, an estimate of the payment amount for which the participant will be responsible. Under current law, the requirement to provide such estimate applies only to hospitals for elective procedures, tests, or services and only upon request.
