WHEREAS, the Commonwealth is facing a critical shortage of public school teachers; and
WHEREAS, hiring licensed teachers who have left the profession but who desire to return to teaching on a part-time basis would be an effective way to address such shortage; and
WHEREAS, the inability of such licensed teachers to teach part-time and receive retirement benefits through the Virginia Retirement System, except in certain limited circumstances, is a barrier to the recruitment and retention of such teachers; and
WHEREAS, it is imperative to consider, as an incentive to employment to address the critical teacher shortage, the participation of part-time public school teachers in the Virginia Retirement System; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Virginia Retirement System be requested to study the impact of permitting part-time public school teachers to participate in a retirement plan administered by the Virginia Retirement System.
In conducting its study, the Virginia Retirement System shall analyze the costs and benefits to local governing bodies, part-time public school teachers, and the Virginia Retirement System.
Technical assistance shall be provided to the Virginia Retirement System by the Department of Education and each local school board in the Commonwealth. All agencies of the Commonwealth shall provide assistance to the Virginia Retirement System for this study, upon request.
The Virginia Retirement System shall complete its meetings by November 30, 2019, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2020 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
