Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding Article 1 of Chapter 33 of Title 54.1 a section numbered 54.1-3304.2 as follows:

§ 54.1-3304.2. Dispensing of controlled substances; advance disclosure of charge.

Every person licensed to practice pharmacy pursuant to this chapter, every doctor of medicine or osteopathy licensed to dispense controlled substances pursuant to § 54.1-3304, and every practitioner of the healing arts licensed to dispense controlled substances pursuant to § 54.1-3304.1 shall, prior to dispensing any controlled substance, provide to the patient for whom such controlled substance is dispensed, or to the patient's authorized representative, an estimate of the payment amount for which the patient will be responsible for the dispensing of such controlled substance.
