Be it enacted by the General Assembly of Virginia:
1. § 1. The Department of Education shall convene a workgroup to make recommendations for the effective implementation of social and emotional learning in public elementary and secondary schools in the Commonwealth. In making its recommendations, the workgroup shall consider (i) defining social and emotional learning and the social and emotional competencies that students need to be successful in school and life and meet the Commonwealth's workforce needs; (ii) whether social and emotional learning should be implemented through goals, standards, or guidelines; (iii) establishing a timeline for implementation, including the development of learning goals, standards, or guidelines; (iv) the implications of implementation for teacher preparation, training, and professional development; (v) conducting a comparative analysis of other states' approaches to supporting implementation at the state and local levels; and (vi) the funding needed to support implementation. The workgroup shall submit its recommendations to the Governor and the Chairmen of the House Committees on Appropriations and Education and the Senate Committees on Education and Health and Finance no later than November 1, 2019.
