That in no event shall the portion of the proceeds from the bonds or notes issued by the Virginia Public School Authority pursuant to § 22.1-280.2:2 of the Code of Virginia that is used by the Department of Education to award grants pursuant to the provisions of this act exceed the interest portion of debt service payments on such bonds or notes.
