Commending the Federal Bureau of Investigation.

WHEREAS, the Federal Bureau of Investigation, the primary federal law-enforcement agency of the United States, has served the nation for 110 years, collaborating with state, local, and tribal law-enforcement agencies to keep the nation’s communities safe and ensure that criminals are brought to justice; and

WHEREAS, established in 1908 by Attorney General Charles Bonaparte at the behest of President Theodore Roosevelt, the Federal Bureau of Investigation was originally known as the Bureau of Investigation and consisted of 34 employees working within the United States Department of Justice; and

WHEREAS, in its early years, the Federal Bureau of Investigation tackled organized crime and apprehended several notorious criminals, while pioneering innovative, scientific, crime-solving methods; and

WHEREAS, during World I, World War II, and the Cold War, the Federal Bureau of Investigation’s jurisdiction was expanded to address the threats of foreign espionage and acts of sabotage on American soil by enemy forces; and

WHEREAS, the Federal Bureau of Investigation has also been called upon to protect the civil rights of American citizens and remains the principal law-enforcement agency for investigating civil rights violations; and

WHEREAS, when the stability of the nation’s financial markets has been threatened by white collar criminals, organized criminal enterprises, and international fraud schemes, the Federal Bureau of Investigation has risen to the challenge and achieved many investigative successes in these areas; and

WHEREAS, in the information age, the Federal Bureau of Investigation has adapted to protect the nation from cyber warfare attacks and high-technology crimes, such as computer fraud, theft of intellectual property, worldwide computer intrusions, and exploitation of children on the Internet; and

WHEREAS, as the threat of international and domestic extremist groups has grown in recent years, the Federal Bureau of Investigation has worked tirelessly to prevent acts of terrorism against Americans at home and abroad; and

WHEREAS, since the inception of the Federal Bureau of Investigation, 66 special agents and employees have made the ultimate sacrifice in the line of duty, including 36 special agents who have been killed as a direct result of adversarial action; and

WHEREAS, for more than a century, the men and women of the Federal Bureau of Investigation have worked to uphold the Constitution of the United States and exemplified the Bureau’s motto of “Fidelity, Bravery, and Integrity”; now, therefore, be it

RESOLVED by the House of Delegates, That the Federal Bureau of Investigation hereby be commended for 110 years of service to the United States; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the director of the Federal Bureau of Investigation as an expression of the House of Delegates’ admiration for the Bureau’s commitment to enforcing the nation’s laws and protecting the American people from threats both foreign and domestic.
