2018 SPECIAL SESSION I
WHEREAS, election to public office by the neighbors of one’s own community is at once a sacred trust and an indication of having achieved the self-governing virtues that our Founding Fathers intended to be a principal characteristic of the governance of the respective jurisdictions of the Republic; and
WHEREAS, Ned S. Creasey answered the summons of his neighbors in District 3 to seek election to the Goochland County Board of Supervisors in 2007, was elected by a wide margin, and was reelected by ever-larger margins to two further terms; and
WHEREAS, Ned S. Creasey assumed his responsibilities at a time when the county’s government had been shaken by a breach of trust; and
WHEREAS, by cooperating with the four other individuals elected with him and on similar pledges to right the county’s ship of state, Ned S. Creasey helped steer the county’s government to state and even national recognition, for Goochland in 2017 received “The Taxpayer Friendly Community Award” by the American City County Exchange (ACCE); and
WHEREAS, Ned S. Creasey was twice elected by his colleagues to serve as Chairman of the Board of Supervisors, and he was twice elected to serve as Vice Chairman; and
WHEREAS, Ned S. Creasey was instrumental in every advance made by the county over the decade of his service, and he was especially devoted to securing Goochland’s new Emergency Communications Center and Emergency Operations Center and vast improvements in the county’s Public Safety Radio System; and
WHEREAS, born in Maryland, Ned S. Creasey spent his youth in Illinois and, following graduation from high school, enlisted in the United States Navy for a tour that included service as a communications technician in Karamursel, Turkey; and
WHEREAS, following his honorable discharge from the Navy, Ned S. Creasey served as an officer of the Macomb Police Department in Macomb, Illinois, and then embarked on the career in construction that would take him to Chicago, thence to Baltimore, Maryland (where he studied in the Maryland School of Art), and finally, in 1971, to the community to which he devoted the considerable energies of both life and livelihood; and
WHEREAS, Ned S. Creasey enjoyed success in managing construction projects for several major firms in the Richmond area and subsequently founded his own contracting company for residential, commercial, and government projects throughout the Commonwealth; and
WHEREAS, Ned S. Creasey was a devoted husband to his wife, Diana Crandall Creasey, and a loving father to their five children, nine grandchildren, and five great-grandchildren; and
WHEREAS, Ned S. Creasey was devoted, too, to the church and was a former deacon of Salem Baptist Church at Crozier; and
WHEREAS, Ned S. Creasey was deeply engaged in the community of Goochland and was a longtime member of the Goochland County Volunteer Fire & Rescue Association, an enthusiastic amateur radio operator, and a former Commander and Vice Commander of the Navy Amateur Radio Club; and
WHEREAS, though stricken by ill health for several years, Ned S. Creasey was indefatigable in his responsibilities as family man, Christian, neighbor, and public servant; and
WHEREAS, Ned S. Creasey completed his earthly sojourn on March 10, 2018, was remembered for his many virtues and accomplishments at a funeral service attended by hundreds of Goochland citizens at Goochland High School, and was buried, awaiting, as he affirmed through his faith, the Resurrection unto eternal life, in Greenwood Memorial Gardens just beyond the eastern boundary of the county and community he loved and served so well; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of the Honorable Ned S. Creasey, a public servant who contributed much to the people of Goochland County and to the great saga of self-government within the Commonwealth; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare copies of this resolution for presentation to the family of the Honorable Ned S. Creasey and also to the Office of the County Administrator of Goochland County with the request that the resolution hang in the office in which the Honorable Ned S. Creasey served so admirably and honorably as a reminder of the exceptional example of the citizen as public official that he represents for all Virginians.
