Be it enacted by the General Assembly of Virginia:

1. § 1. That the Department of State Police (the Department) shall identify, analyze, and recommend options to expedite and improve the efficiency of its process for performing requested background checks. Such options may include a process through which persons are given an option to pay a higher fee for the performance of background checks in exchange for expedited service. The Department shall report its findings and recommendations to the Chairmen of the House Committee on Health, Welfare and Institutions and the Senate Committee on Rehabilitation and Social Services by November 1, 2018.
