Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.2-2239.3 as follows:

§ 2.2-2239.3. Managing Director of Aerospace and Aviation.

A. The Chief Executive Officer shall employ, or designate an existing employee of the Authority as, a Managing Director of Aerospace and Aviation, who shall encourage, stimulate, and support the development and expansion of the aerospace and aviation industries in the Commonwealth.

B. The Managing Director of Aerospace and Aviation and any supporting staff shall act as an economic development representative to the aerospace and aviation industries and shall have the power and duty to:

1. Contact and coordinate with public and private entities to encourage new and expanded investment in aerospace and aviation industry the Commonwealth;

2. Find ways to reduce costs of locating and operating aerospace and aviation business in the Commonwealth, and improve regulatory flexibility for the industry;

3. Conduct research for and provide information to aerospace and aviation businesses interested in investing in the Commonwealth;

4. Act as a liaison between the aerospace and aviation industry and government entities during permitting, licensing, or other approval processes;

5. Act as a liaison between industry, public schools, and institutions of higher education in the Commonwealth to establish and expand course curricula, degree and certification programs, and other technical training programs; and

6. Promote the public image of the Commonwealth as an aerospace and aviation state.
