18104079DWHEREAS, regulations by the Occupational Safety and Health Administration limit the types of jobs and the hours that youth under age 18 can work; and
WHEREAS, workers under the age of 18 often have special protections that may increase the burden of workers' compensation insurance; and
WHEREAS, workers under the age of 18 may still have taxes withheld from their paychecks even though they are dependents that do not pay income taxes; and
WHEREAS, the requirements for becoming licensed or certified in a trade may be difficult for workers under the age of 18 to meet, given the restrictions on their employment; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Virginia Economic Development Partnership, the Secretary of Commerce and Trade, the Secretary of Education, trade associations in the Commonwealth, the Chamber of Commerce, the Virginia Manufacturers Association, and other associated entities be encouraged to propose regulations, initiatives, and other ideas to help businesses employing workers who are under the age of 18 to provide real job training and work experience in a complicated regulatory environment. This may include ideas for increasing opportunities for business tours and recruitment of middle and high school students, outreach to elementary students to start the conversation about career pathways, outreach to parents, etc.; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates transmit a copy of this resolution to Virginia Economic Development Partnership, the Secretary of Commerce and Trade, the Secretary of Education, trade associations in the Commonwealth, the Virginia Chamber of Commerce, and the Virginia Manufacturers Association, requesting that the organizations further disseminate copies of this resolution to their respective constituents so that they may be apprised of the sense of the General Assembly of Virginia in this matter.
