18106867DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 3.2-6538.1 as follows:
§ 3.2-6538.1. Governing body of any locality may restrict tethering of dogs.
The governing body of any locality may by ordinance restrict the tethering of a dog outdoors, including by limiting the weather conditions or the maximum number of hours during which the dog may remain tethered. No such ordinance shall restrict normal hunting or agricultural activities.
2. That the provisions of this act shall not repeal, amend, impair, or affect any ordinance restricting or prohibiting the tethering of a dog outdoors that was adopted by the governing body of any locality prior to July 1, 2018.
