S.B. 76

Patron: Favola

Teacher licensure; approval of teacher education programs. Requires the Board of Education to include in its teacher licensure regulations standards for the approval of teacher education programs, including four-year undergraduate teacher education programs, from which graduates are eligible for licensure as teachers in the Commonwealth.

S.B. 103

Patron: Suetterlein

Teacher licensure; reciprocity; spouses of Armed Forces members. Requires the Board of Education to provide for teacher licensure by reciprocity for a period of one year for any spouse of an active duty member of the Armed Forces of the United States or the Commonwealth, provided that such spouse has obtained a valid out-of-state license, with full credentials and without deficiencies, that is in force at the time the application for such a one-year reciprocal license is received by the Department of Education. The bill provides that any such individual who receives a satisfactory evaluation at the conclusion of the year of employment under such one-year reciprocal license is eligible for a renewable license.

S.B. 126

Patron: Cosgrove

Driver education programs; parent/student driver education component. Requires all school divisions to administer a minimum 90-minute parent/student driver education component as part of the driver education curriculum. Currently, such component is required only in Planning District 8 (Northern Virginia). The bill allows for school divisions to administer such component in-person or online, except for schools in Planning District 8 (Northern Virginia), where the component must still be administered in-person.

S.B. 134

Certain hospital licenses; effective date. Provides that a license issued to an acute care hospital located in Patrick County that was valid on September 1, 2017, and remained valid on December 31, 2017, despite the closure of such hospital prior to December 31, 2017, shall continue to remain valid until December 31, 2018. This bill is effective retroactively to December 31, 2017. The bill contains an emergency clause.

S.B. 227

Patron: Stanley

New College Institute; powers and duties of board. Requires the board of directors of the New College Institute to seek opportunities to collaborate with local comprehensive community colleges to meet specialized noncredit workforce training needs identified by industry. However, if the local comprehensive community colleges are unable to meet such needs, the board may seek to collaborate with other education providers or other public or private organizations to provide specialized noncredit workforce training.

S.B. 258

Patron: Petersen

Department of Health Professions; subpoenas. Provides that a subpoena issued by the Director of the Department of Health Professions or his designee may be delivered by (i) any person authorized to serve process under § 8.01-293, (ii) investigative personnel appointed by the Director, (iii) registered or certified mail or by equivalent commercial parcel delivery service, or (iv) email or facsimile if requested to do so by the recipient. The bill provides that upon failure of any person to comply with a subpoena, the Director may request that the Attorney General or the attorney for the Commonwealth for the jurisdiction in which the recipient of the subpoena resides, is found, or transacts business seek enforcement of the subpoena.

Patient notice of observation or outpatient status. Provides that, for Medicare patients placed in observation or outpatient status, any hospital that provides a written notice and an oral explanation of such notice to the patient that satisfies the federal requirements for such notice shall be deemed to have satisfied Virginia's requirements for such notice. The bill also extends the timeframe for the provision of the notice required by current law from 24 hours to 36 hours.

S.B. 287

Statewide Trauma Registry; spinal cord injuries. Provides that the Commissioner of Health shall make information contained in the Statewide Trauma Registry available to the Department for Aging and Rehabilitative Services to allow the Department to develop and implement programs and services for persons suffering from spinal cord injuries.

Roanoke Higher Education Authority; board of trustees; membership. Removes the presidents of Hollins University and Roanoke College from and adds the president of Virginia Commonwealth University to the board of trustees of the Roanoke Higher Education Authority.

S.B. 304

Patron: Marsden

Emergency medical services vehicles; temporary permit. Provides that a temporary permit for an emergency medical services vehicle that does not meet required standards is valid for a period of 90 days from the end of the month of issue. Under current law, such permit is valid for a period not to exceed 60 days.

S.B. 330

THC-A oil; dispensing. Requires the Board of Pharmacy to promulgate regulations that (i) ensure the percentage of tetrahydrocannabinol in dispensed THC-A oil is within 10 percent of the level of tetrahydrocannabinol measured for labeling and (ii) require stability testing of any pharmaceutical processor producing THC-A oil.
