17102084DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Chapter 2 of Title 2.2 an article numbered 2.2, consisting of a section numbered 2.2-203.4, as follows:
§ 2.2-203.4. Position established; additional powers.
The position of Secretary for Coastal Protection and
Flooding Adaptation (the Secretary) is created. The Secretary shall be
responsible for consolidating into a single office the resources for coastal flooding
threats and adaptation. The Secretary shall be the lead in providing direction,
ensuring accountability, and developing a statewide coastal [ flooding flooding adaptation
] strategy. The Secretary, in cooperation with the Secretary of Natural
Resources, shall identify sources of funding for needed implementation of
strategies for coastal protection and flooding adaptation. The Governor may, by
executive order, assign any other state executive agency to the Secretary [ or
reassign any agency listed above to another Secretary ]
.
[ 2. That the provisions of this act shall not become effective unless an appropriation effectuating the purposes of this act is included in a general appropriation act passed in 2017 by the General Assembly that becomes law. ]
