SENATE JOINT RESOLUTION NO. 31
Celebrating the life of Kelly G. Southard.

WHEREAS, Kelly G. Southard, a noted architect and the senior principal of the firm Gillum Architects in Orange who also served and safeguarded his fellow residents as a member of the Orange County Rescue Squad, died on November 4, 2015; and

WHEREAS, in 1981, Kelly Southard joined the Orange County Rescue Squad, attaining the EMT-I certification and EMT Instructor, and served in numerous leadership positions, including rescue chief, captain, and crew leader; at the time of his passing, he was serving as training captain and vice president; and

WHEREAS, beginning in 1990, Kelly Southard served as a faculty member of the Virginia Association of Volunteer Rescue Squads Rescue College; he was the instructor trainer for rope rescue programs and instructor trainer for the Advanced Vehicle Rescue and School Bus Rescue Course; and

WHEREAS, Kelly Southard was chair or co-chair of the annual Virginia Association of Volunteer Rescue Squads Conference and Rescue Squads State Competition from 1992 to September 2015; and

WHEREAS, in recognition of his more than 30 years of service to the community and to the Virginia Association of Volunteer Rescue Squads, Kelly Southard was elected as a life member of the Virginia Association of Volunteer Rescue Squads in September 2010; and

WHEREAS, Kelly Southard served as a director of the Rappahannock-Rapidan EMS Council from 1988 to 2001, and he was a director of the Rappahannock EMS Council from 2001 to 2015, as well as vice president and chair of the Guidelines and Training Committee; on July 11, 2014, he was appointed to the Governor’s Emergency Medical Services Advisory Board; and

WHEREAS, Kelly Southard enjoyed fellowship and worship with the community as an active member of Orange Baptist Church; and

WHEREAS, Kelly Southard will be fondly remembered by his family, friends, and former students for his service and dedication to the community and his fellow members of the emergency medical services field; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Kelly G. Southard, a dedicated servant to Orange County and the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Kelly G. Southard as an expression of the General Assembly’s respect for his memory.
