2016 SESSION
WHEREAS, Frances Vaughan Garland of Roanoke, who was active in many political organizations, helped to elevate the role of women in politics, and was a community volunteer and leader, a woman of faith, and a devoted wife and mother, died on January 12, 2016; and
WHEREAS, Frances Garland was born in Nottoway County and attended Pan American Business School in Richmond where she met her husband who lived in the same boarding house; the couple moved to Roanoke after they married; and
WHEREAS, when her husband decided to run for Roanoke City Council, Frances Garland embarked on what would become a lifetime of service as a member and leader of political organizations; and
WHEREAS, Frances Garland twice served as president of the Roanoke Republican Women’s Club and in 1972 became president of the Virginia Federation of Republican Women; she was a member of the board of the National Federation of Republican Women; and
WHEREAS, Frances Garland’s superb organizational skills and professionalism helped pave the way for more women to assume active roles in the political process in the Commonwealth; she held many leadership positions in the state Republican Party, including serving as a member of the State Central Committee and a Presidential Elector in the 1992 presidential election; and
WHEREAS, additionally, Frances Garland received a gubernatorial appointment to the Virginia Commission on the Status of Women, on which she served for eight years; and
WHEREAS, giving back to the community was important to Frances Garland; she belonged to many civic organizations, including the PTA, the Roanoke Women’s Club, and the Wesleyan Service Guild; in addition, she taught Sunday School and was honored as Roanoke’s Heart Mother in 1966 and as Mother of the Year for Community Affairs in 1974; and
WHEREAS, Frances Garland, who enjoyed gardening, maintaining a beautiful home, sewing, and bridge will be greatly missed and fondly remembered by Bob, her husband of 72 years; her children, Robert, Rebecca, Anita, and Teresa, and their families; and many other family members and friends; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Frances Vaughan Garland of Roanoke, an active member of many political organizations in the Commonwealth, an outstanding community volunteer, and a devoted wife and mother; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Frances Vaughan Garland as an expression of the General Assembly’s respect for her memory.
