Commending Kristen C. Umstattd.

WHEREAS, Kristen C. Umstattd represented admirably the people of Leesburg as mayor from 2002 to 2015 and was a member of the Leesburg Town Council for more than 20 years, providing exemplary service to its citizens and businesses; and

WHEREAS, Kristen Umstattd is a native of Philadelphia who earned bachelor’s and law degrees from Yale University; she moved to the Commonwealth in 1981 while serving in the United States Navy, and after working as a naval analyst for the Central Intelligence Agency, she settled in Leesburg in 1987; and

WHEREAS, as a young girl, Kristen Umstattd, who was reared in a politically active family, took part in many campaign activities with her parents; she decided at an early age that she would like to run for elective office and in 1992 she was elected to the Leesburg Town Council; and

WHEREAS, during her tenure as mayor, Kristen Umstattd paid close and careful attention to the needs of her constituents and was known for her compassion and caring approach; she often would walk through Leesburg neighborhoods to lend support, write letters to homeowners and businesses to help address specific concerns, and offer assistance in various ways; and

WHEREAS, before becoming mayor of Leesburg, Kristen Umstattd was vice mayor from 2000 to 2001; additionally, she was the Leesburg Town Council’s representative on many state and regional organizations; and

WHEREAS, Kristen Umstattd provided guidance and leadership as president of the Virginia Association of Planning District Commissions, past chair of the Northern Virginia Regional Commission, and she was a valued member of the board of the Northern Virginia Transportation Authority and the Loudoun Hospital Executive Council; and

WHEREAS, as mayor of Leesburg, Kristen Umstattd supervised improvements to the town’s roads and its storm management system; she is proud of Leesburg’s outstanding bond rating and the growth of the town’s businesses and faith communities; and

WHEREAS, the hallmark of Kristen Umstattd’s dedication and service was her desire to protect the people of Leesburg and keep costs low; she will carry that philosophy forward as she continues in public service as a member of the Loudoun County Board of Supervisors; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Kristen C. Umstattd for her many years of outstanding service to the Town of Leesburg as mayor from 2002 to 2015, as vice mayor from 2000 to 2001, and as a member of the Town Council from 1992 to 2015; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Kristen C. Umstattd as an expression of the General Assembly’s respect and admiration for her tireless commitment to the people of Leesburg, Loudoun County, and the Commonwealth.
