SENATE JOINT RESOLUTION NO. 126
Commending Robert C. Gibbons.

WHEREAS, Robert C. Gibbons, a dedicated public servant who held numerous local government positions in Stafford County, retired from the Stafford County Planning Commission in December 2015, after 34 years of exceptional service to the community; and

WHEREAS, Robert Gibbons began his career in local government with the Stafford County Planning Commission from 1982 to 1991, serving as chair three times; desirous to be of further service to the community, he ran for and was elected to the Stafford County Board of Supervisors; and

WHEREAS, Robert Gibbons offered his leadership to the county on the Stafford County Board of Supervisors from 1992 to 2007, serving as vice chair or chair multiple times during his tenure; then he served on the Board of Zoning Appeals and the Utilities Commission; and

WHEREAS, Robert Gibbons returned to the Stafford County Planning Commission in 2012, where he oversaw the creation of new neighborhoods and commercial developments and the implementation of long-term plans and new ordinances to ensure consistent, responsible growth in the region; and

WHEREAS, with Robert Gibbons’ leadership and expertise, the Stafford County Planning Commission adopted the Transfer of Development Rights Program, expanded the Transportation Impact Fee Program, created a new Historic Interpretive zoning category, and dedicated land for new construction at Germanna Community College; and

WHEREAS, Robert Gibbons worked to strengthen and enhance the community, the Commonwealth, and the United States as an active member or leader of other boards and committees at local, state, and national levels; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Robert C. Gibbons for his legacy of outstanding public service on the occasion of his retirement from the Stafford County Planning Commission; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Robert C. Gibbons as an expression of the General Assembly’s admiration for his contributions to the residents of Stafford County and best wishes on future endeavors.
