Commending Kathleen S. Kilpatrick.

 

Agreed to by the House of Delegates, January 29, 2016

 

WHEREAS, for more than 13 years, Kathleen S. Kilpatrick of Crozier has served the Commonwealth as director and state historic preservation officer of the Department of Historic Resources; and

WHEREAS, Kathleen Kilpatrick joined the Department of Historic Resources as deputy director in 1995 and became director and state historic preservation officer in 2001; under her able leadership, the Commonwealth’s historic preservation program has earned accolades as one of the best in the nation; and

WHEREAS, leading a small, highly professional staff, Kathleen Kilpatrick has worked to identify, recognize, and safeguard the Commonwealth’s historic resources and coordinated with local, state, and national government entities, as well as private sector organizations, the media, and the public to promote economic and cultural vitality in Virginia; and

WHEREAS, Kathleen Kilpatrick oversaw the creation of the state historic rehabilitation tax program, which has created jobs and generated billions of dollars of investments throughout the Commonwealth; and

WHEREAS, under Kathleen Kilpatrick’s leadership, the Department of Historic Resources met ambitious land conservation goals by increasing the use of historic preservation easements; the department also focused on protecting Civil War battlefields and irreplaceable archaeological sites; and

WHEREAS, during Kathleen Kilpatrick’s tenure as director of the Department of Historic Resources, hundreds of buildings, sites, and districts have been placed on the Virginia Landmarks Register and National Register of Historic Places; and

WHEREAS, Kathleen Kilpatrick partnered with state and national organizations to share Virginia’s history with thousands of students, individuals, and families throughout the country; she also led a multi-year diversity initiative that focused attention on the historical contributions of women, African Americans, and Native Americans in Virginia; and

WHEREAS, Kathleen Kilpatrick worked with military installations in the Commonwealth to ensure that they met federal historic preservation mandates and instituted a leadership by example initiative to help state agencies identify, recognize, and manage historic buildings or sites owned by the Commonwealth; and

WHEREAS, facilitating innovative uses of technology, Kathleen Kilpatrick helped create one of the first and best digital inventories of historic buildings, sites, and districts, which is accessible to the public on the Internet; and

WHEREAS, Kathleen Kilpatrick holds a bachelor’s degree from Sweet Briar College and has honed her expertise in the public sector for more than 35 years; she has previously worked for the National Endowment for the Humanities, the U.S. Department of the Interior, and as a legal advisor to the Secretary of Natural Resources for the Governor of Virginia; now, therefore, be it

RESOLVED by the House of Delegates, That Kathleen S. Kilpatrick hereby be commended for her tireless work to protect the history and heritage of the Commonwealth as director of Department of Historic Resources and state historic preservation officer; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Kathleen S. Kilpatrick as an expression of the House of Delegates’ admiration for her dedicated service to all Virginians.
