2016 SESSION
WHEREAS, in 2015, Charles Hall announced his retirement as executive director of the Hampton-Newport News Community Services Board after more than 36 years of diligent service; and
WHEREAS, Charles Hall began his career with Hampton-Newport News Community Services Board in 1979 as a substance abuse programs specialist; and
WHEREAS, in 1986, Charles Hall was appointed as executive director of the Hampton-Newport News Community Services Board, where he served until 1999; he was reappointed as executive director in 2003; and
WHEREAS, demonstrating exceptional leadership, Charles Hall helped the Hampton-Newport News Community Services Board touch countless lives in the region by providing comprehensive services for people affected by mental illness, substance abuse, and intellectual and developmental disabilities and promoting prevention, recovery, and self-determination; and
WHEREAS, Charles Hall also worked to strengthen the community as a member of the Regional Health Planning District No. 5 Board of Directors, Commission on Mental Health Law Reform, Virginia Health Reform Initiative, and Hampton-Newport News Community Criminal Justice Board, as well as many other organizations; and
WHEREAS, Charles Hall holds a bachelor’s degree, master’s degree, and an advanced certificate in counseling from The College of William & Mary; now, therefore, be it
RESOLVED by the House of Delegates, That Charles Hall hereby be commended on the occasion of his retirement as executive director of the Hampton-Newport News Community Services Board; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Charles Hall as an expression of the House of Delegates’ admiration for his generous service to the residents of the Cities of Hampton and Newport News and best wishes on his well-earned retirement.
