2016 SESSION
WHEREAS, James Douglas Owens, a veteran, public servant, and community leader in Marion, died on March 16, 2015; and
WHEREAS, James “Jim” Douglas Owens was born in Glade Spring on June 16, 1942; and
WHEREAS, Jim Owens served his country for four and a half years as a member of the United States Navy during the Vietnam War; from 1964 to 1968, he served aboard the USS Ranger, achieving the rank of petty officer second class; and
WHEREAS, Jim Owens served as the research and development manager for Royal Mouldings Limited in Marion for 39 years; and
WHEREAS, Jim Owens was a life member of Marion Veterans of Foreign Wars (VFW) Post 4667 and past president of the Marion Kiwanis Club; he organized the inaugural Smyth County Relay for Life, the annual VFW Roy Earnest Golf Tournament that benefited the Mel Leaman Free Clinic, and was integral to the success of many community events, including the annual Memorial Day program and the downtown chili cook-off; and
WHEREAS, Jim Owens was elected to the Marion Town Council in May 2010, was active in the Virginia Municipal League, and was an active volunteer throughout the town; and
WHEREAS, Jim Owens’ love of his community was eclipsed only by his love of his family, including Wanda, his wife of 40 years; his two daughters, Jennifer and Kelly; his two grandchildren, Olivia and Owen; and many other family members and friends; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of James Douglas Owens; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of James Douglas Owens as an expression of the General Assembly’s respect for his memory.
