Commending Douglas A. Middleton.

WHEREAS, Douglas A. Middleton of Glen Allen, a decorated veteran and an exceptional law-enforcement officer, retires as Chief of the Henrico County Police Division on April 15, 2016; and

WHEREAS, Douglas Middleton grew up in Henrico County and served his country as a member of the United States Army during the Vietnam War, where he earned two Bronze Star Medals for his meritorious actions; and

WHEREAS, after his honorable military service, Douglas Middleton joined the Henrico County Police Division in November 1972; he rose through the ranks from patrol officer to lieutenant colonel and deputy chief, earning valuable experience that would serve him well as chief; and

WHEREAS, since becoming Chief of the Henrico County Police Division on April 9, 2011, Douglas Middleton has been responsible for the division’s 810 personnel, who serve and protect a community of 321,000 citizens within a 244-square-mile area; and

WHEREAS, under Douglas Middleton’s leadership, the officers and staff of the Henrico County Police Division consistently received the tools and training to best serve the community; and

WHEREAS, Douglas Middleton is active in the Virginia Association of Chiefs of Police and served as a commissioner with the Commission on Accreditation for Law Enforcement Agencies, a chair of the Federal Bureau of Investigation Criminal Justice Information Working Group, and a member of the Police Executive Research Forum; and

WHEREAS, to further enhance the quality of life in Henrico County, Douglas Middleton served as president of the Rotary Club of West Richmond, and he has inspired students as an adjunct professor at J. Sargeant Reynolds Community College, where he sits on the Curriculum Advisory Board; and

WHEREAS, Douglas Middleton is an exemplar of the dedication and professionalism demonstrated by law-enforcement officers throughout the Commonwealth; after his well-earned retirement, he plans to seek new opportunities to serve the community and spend more time with his wife of 44 years, Brenda, and their children and grandchildren; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Douglas A. Middleton on the occasion of his retirement as Chief of the Henrico County Police Division; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Douglas A. Middleton as an expression of the General Assembly’s admiration for his many contributions to the law-enforcement community and dedicated service to the residents of Henrico County and the Commonwealth.
