HOUSE JOINT RESOLUTION NO. 326
Commending the Honorable Samuel W. Swanson, Jr.

WHEREAS, the Honorable Samuel W. Swanson, Jr., a dedicated and highly admired public servant, retired as Pittsylvania County commissioner of the revenue in 2015 after 16 years of diligent service; and

WHEREAS, a native of Pittsylvania County, Samuel Swanson holds a bachelor’s degree from Lynchburg College and a master’s degree from Virginia Polytechnic Institute and State University; he began his career as a teacher and imparted his love of learning to students at Renan Elementary School and Dan River High School; and

WHEREAS, desirous to be of further service to the community, Samuel Swanson ran for and was elected to the Pittsylvania County Board of Supervisors; by seeking public office, he followed in the footsteps of his father, a former commissioner of the revenue, court clerk, and member of the Virginia House of Delegates; and

WHEREAS, Samuel Swanson was sworn into office as commissioner of the revenue on January 1, 2000; he became Pittsylvania County’s 10th commissioner of the revenue and was reelected three times over the course of his career; and

WHEREAS, in addition to reviewing property tax assessments, the county meals tax, and income tax returns and other duties, Samuel Swanson also modernized the county’s real estate department, introduced a digital filing system, and oversaw a revalidation of the county’s land-use program; and

WHEREAS, during his tenure as commissioner of the revenue, Samuel Swanson helped enhance the county’s tax relief program for elderly and disabled members of the community by increasing the program’s income limit and deducting the costs of medical care and prescription medicine; and

WHEREAS, highly respected in the local government field, Samuel Swanson was certified as a master commissioner of the revenue in 2009, and he is a member of the Commissioners of the Revenue Association of Virginia and former member of the Virginia Association of Local Elected Constitutional Officers; and

WHEREAS, after his well-earned retirement, Samuel Swanson plans to seek new opportunities to serve the community, including involvement in numerous local civic and service organizations, and to spend more time with his wife and family; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Honorable Samuel W. Swanson, Jr., on the occasion of his retirement as commissioner of the revenue for Pittsylvania County; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Honorable Samuel W. Swanson, Jr., as an expression of the General Assembly’s admiration for his legacy of service to the Pittsylvania County community.
