2016 SESSION
WHEREAS, for 60 years, the North Springfield Civic Association in Fairfax County has efficiently and effectively served the common interests of the residents of North Springfield, increasing safety, infrastructure, and community spirit; and
WHEREAS, the North Springfield Civic Association traces its roots to the beginning of the North Springfield community in 1955 and held its first official meeting on January 25, 1956; and
WHEREAS, unlike a homeowners’ association, the North Springfield Civic Association is completely voluntary and all authority resides with individual homeowners; and
WHEREAS, in its early years, the North Springfield Civic Association was an essential partner in the growing community and supported the creation of North Springfield Swim Club, a garden club, Saint John’s United Methodist Church, North Springfield Elementary School, the Richard Byrd Library, and George Mason University; and
WHEREAS, from the 1960s onward, the North Springfield Civic Association focused on maintaining the residential feel of the community by ensuring minimal disruptions due to construction of the Capital Beltway and nearby commercial development; and
WHEREAS, the North Springfield Civic Association also worked with local and state entities to maintain and update signs, sidewalks, street lights, curbs, gutters, and other infrastructure and to guarantee public transportation to and from the area; and
WHEREAS, the North Springfield Civic Association sponsors a local Boy Scouts of America Troop, youth athletics leagues, a community fun day, and charitable fundraisers; the association also established one of the country’s first neighborhood watch programs; and
WHEREAS, throughout its history, the North Springfield Civic Association has succeeded in its mission to sustain a high quality of life in the neighborhood, keep residents informed of important issues, and advocate for residents in local and state government; and
WHEREAS, working to build a strong future for the neighborhood, the North Springfield Civic Association is poised to renovate or replace older houses; provide a growing senior population with the services and safety they deserve; welcome younger, more diverse families to the community; and address issues related to home businesses and telecommuting; and
WHEREAS, the North Springfield Civic Association will commemorate its 60th anniversary with a yearlong celebration to honor the association’s role in the ongoing growth and prosperity of North Springfield; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the North Springfield Civic Association on the occasion of its 60th anniversary; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Ken Balbuena, president of the North Springfield Civic Association, as an expression of the General Assembly’s admiration for the association’s work to maintain the unique character of the North Springfield community.
