HOUSE JOINT RESOLUTION NO. 282
Commending Richard F. Sliwoski.

WHEREAS, Richard F. Sliwoski, a licensed professional engineer and a devoted and influential servant to the Commonwealth, retired as director of the Virginia Department of General Services on November 1, 2015; and

WHEREAS, Richard “Rich” F. Sliwoski served the Commonwealth for over 15 years, first as the director of the Division of Engineering and Buildings for the Department of General Services, then as director of the Department of General Services by appointment of three governors (Governor Kaine in January 2006, Governor McDonnell in April 2010, and Governor McAuliffe in January 2014); and

WHEREAS, as director of the Department of General Services, Rich Sliwoski managed the agency’s more than 600 employees, four divisions, and eight business units responsible for the renovation and construction of state-owned facilities; the operation of a statewide electronic procurement system; statewide consolidated laboratory services; the buying, selling, and leasing of real estate; the management of a statewide vehicle fleet; the selling of state and federal surplus property; the graphic communications needs of state agencies; and the delivery of mail at the seat of government; and

WHEREAS, as the director of the Department of General Services, Rich Sliwoski oversaw the renovation of the historic Virginia Capitol and coordinated its reopening in 2007 to coincide with the visit to the Commonwealth by Her Majesty, Queen Elizabeth II of England; and

WHEREAS, among other accomplishments while at the agency, Rich Sliwoski led the renovation of numerous buildings on Capitol Square, including the Oliver Hill, Patrick Henry, Washington, and Madison Buildings, and initiated the renovation design of the Ninth Street Office Building, the construction of parking decks that service Capitol Square, and renovations at the Virginia School for the Deaf and Blind; he maintained oversight of many other facilities throughout the Commonwealth; and

WHEREAS, Rich Sliwoski also served his country in the United States Army and is a former Army Corps of Engineers officer, whose last three active duty assignments were as the Deputy District Engineer in Norfolk, District Engineer in Philadelphia, and Deputy Director of the Army’s Environmental Programs; and

WHEREAS, Rich Sliwoski, a native of Massachusetts, holds a Bachelor of Science and a Master of Science in Civil Engineering from Worcester Polytechnic Institute, a Master of Business Administration from Xavier University, a Master of International Relations from Salve Regina College, and a Master in National Security and Strategic Studies from the Naval War College; and

WHEREAS, Rich Sliwoski served on the boards of the Council of State Governments, the Institute for Building Safety and Technology, and the National Association of State Chief Administrators, and was selected in 2012 to participate in the Council of State Governments’ Toll Fellowship Program, a prestigious program that is one of the nation’s premier leadership development programs for state government officials; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Richard F. Sliwoski for his service to the Commonwealth on the occasion of his retirement from the Department of General Services; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Richard F. Sliwoski as an expression of the General Assembly’s admiration and gratitude for his loyal and committed service to the Commonwealth and best wishes for a happy retirement.
