WHEREAS, accessible and affordable transportation is vital to enable persons with disabilities to maintain independence and travel to and from employment, day programs, medical appointments, and other appointments; and

WHEREAS, currently, persons with disabilities have little, and in some cases, no access to affordable transportation for ventures that require traveling across one or more jurisdictions in the Commonwealth; and

WHEREAS, a collaborative effort among the Commonwealth's localities, with assistance from other relevant stakeholders, to modify and expand current transportation routes and services in an effort to provide cross-jurisdictional public transportation would help meet the transportation needs of persons with disabilities and ensure compliance with the provisions of the Americans with Disabilities Act; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That localities be urged to make a collaborative effort to provide affordable cross-jurisdictional public transportation to persons with disabilities. Localities should consider modification and expansion of current transportation routes and services, including the expansion of routes across jurisdictional borders, to ensure that persons with disabilities have access to affordable transportation. Localities are urged to enter into memoranda of understanding to accomplish this goal. To promote the most efficient, beneficial, and cost-effective methods of providing transportation to persons with disabilities, localities are urged to work with all relevant stakeholders, including the Department for Aging and Rehabilitative Services, the Department for the Blind and Vision Impaired, the Department for the Deaf and Hard-of-Hearing, the Department of Rail and Public Transportation, the Department of Transportation, transit systems, the Virginia Association of Centers for Independent Living, the Virginia Association of Counties, the Virginia Association of Metropolitan Planning Organizations, the Virginia Association of Planning District Commissions, and the Virginia Municipal League; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates transmit copies of this resolution to the Governor so that he may be apprised of the sense of the General Assembly of Virginia in this matter and distribute copies of the resolution to relevant agencies, organizations, and other stakeholders.
