Be it enacted by the General Assembly of Virginia:

1. § 1. The Department of Transportation shall enter into discussions with the private partner that operates the HOT lanes on Interstate 95 and negotiate an agreement to extend the HOT lanes on Interstate 95 south to U.S. Route 17 in Stafford County. The agreement shall include provisions for completion of the extended lanes by 2020.
