Scenic river designation. Clarifies that the role of the Scenic River Advisory Committees is to make observations to the Director of the Department of Conservation and Recreation and the local governing bodies affected by the designation. The bill prohibits the Department, the Director, and the advisory committees from taking any action that prohibits, impedes, or restricts a project that may potentially alter the scenic river assets.
