Be it enacted by the General Assembly of Virginia:

1. That §§ 1 and 2 of Chapter 311 of the Acts of Assembly of 2014 are amended and reenacted as follows:

§ 1. That from July 1, 2014, until the State Corporation Commission (Commission) has implemented a system that limits the submission of data and documents as required by § 2 of this act, July 1, 2015, the State Corporation Commission (Commission) shall not accept through its eFile electronic registration system (i) articles of dissolution of a business entity or (ii) data or documents that contain officer or director changes.

§ 2. Beginning not later than July 1, 2018, the The Commission shall limit the submission of use diligent efforts to incorporate capabilities into its eFile electronic registration system that ensure that articles of dissolution of a business entity and data and or documents that contain officer or director changes are capable of being submitted on behalf of a business entity through its the Commission's eFile electronic registration system to any only by a user (i) designated to make such submissions on behalf of the business entity and (ii) whose identity has been established satisfactorily through a verification process incorporated into the Commission's eFile electronic registration system.
