WHEREAS, Paul Gagnon of Franconia, an admired community leader who served as a magistrate of the 19th Judicial District of Virginia, died on November 15, 2014; and

WHEREAS, a native of Washington, D.C., Paul Gagnon grew up in the Franconia community and graduated with the second graduating class of Hayfield Secondary School; and

WHEREAS, desirous to be of service to his country, Paul Gagnon enlisted in the United States Air Force after high school; he served as an air traffic controller from 1972 to 1976, including a posting in Alaska; and

WHEREAS, Paul Gagnon earned a bachelor’s degree from Chapman University and certification as a medical laboratory technician from the Georgetown School of Arts and Sciences; he also earned one of the first master’s degrees in conflict analysis and resolution from George Mason University; and

WHEREAS, from 1979 to 2005, Paul Gagnon served members of the community as an employee of Inova Alexandria Hospital; he also served as a part-time substitute teacher and founded a training and consulting business; and

WHEREAS, deeply involved in local civics, Paul Gagnon was the chair of the Lee District Land Use and Transportation Advisory Committee, the president of Northern Virginia Mediation Services, and a board member of the Lee District Council of Civic Organizations; he ran for the Fairfax County Board of Supervisors three times, bringing awareness to important issues with each campaign; and

WHEREAS, in 2005, Paul Gagnon became a magistrate of the 19th Judicial District of Virginia, serving Fairfax County residents; he earned a reputation for fairness, sound decision-making, and a commitment to justice; and

WHEREAS, Paul Gagnon always worked to be a better Christian and friend to members of the community; he generously volunteered his time and talents to enhance the lives of his fellow residents and earned the Fairfax County Volunteer Service Award in 2006; and

WHEREAS, Paul Gagnon will be fondly remembered and greatly missed by his wife, Johna, and numerous other family members, friends, and colleagues; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Paul Gagnon; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Paul Gagnon as an expression of the General Assembly’s respect for his memory.
