AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to allocate funding for the Hampton Roads Veterans Care Center project.

Be it enacted by the General Assembly of Virginia:

1. § 1. In order to expedite the completion of the Hampton Roads Veterans Care Center project, $32.7 million in Virginia Public Building Authority Bonds authorized in Item C-39.40 of Chapter 1 of the Acts of Assembly of 2014, Special Session I, shall be made available as a priority for the Hampton Roads Veterans Care Center project set forth in paragraph B of such Item. Upon certifications from the Virginia Department of Veterans Services to the State Treasurer and the Director of the Department of Planning and Budget that a federal grant or grants have been awarded for the Hampton Roads Veterans Care Center project, the Director of the Department of Planning and Budget shall allocate in bond proceeds up to the amounts provided above, and the same shall be appropriated, to the Virginia Department of Veterans Services so that the project or projects may proceed without further action by the Commonwealth, in accordance with 38 C.F.R. § 59.50 and 38 C.F.R. § 59.70(b).

§ 2. In addition to such priority allocation of bonds under § 1, the General Assembly hereby appropriates $60.7 million in nongeneral fund authority for federal grant funds to the Virginia Department of Veterans Services for the Hampton Roads Veterans Care Center project.

§ 3. The Hampton Roads Veterans Care Center project is authorized up to a 230-bed facility.
